This description was provided by the late David Byrne in 2019:

In 2007, at the Grandfather Mountain Highland Games, LTC George S. (Buck) Buchanan, President, and James F Gibson, Treasurer, of CBSI were approached by Carol Rawls (a non-member of CBSI). Carol is a niece of Lavon Watson (d.c. 2004), one of the recognized founders of our organization.

Carol proposed establishing an annual award for meritorious service to the CBSI to honor Lavon Watson. To back-up her proposal, Carol donated $550 to help pay for this proposed annual award.

The donation was accepted and the award was established by the Executive Council of CBSI. Further, at the 2009 EC meeting, a motion was passed to supplement the donation by adding $100 per year to the fund.
